Title X Requirements

The Title X Program Requirements are derived from Title X Legislation, Regulations, and other applicable Federal statutes, regulations, and policies. They were developed by the HHS Office of Population Affairs to assist current and prospective grantees in understanding and implementing Title X family planning services grants.

NOTE: On March 4, 2019, the U.S. Department of Health and Human Services published a final rule in the Federal Register that revises the regulations governing the Title X family planning program. The Program Requirements document and related source materials are currently being updated to reflect the revised regulations.

Resources in these training packages support grantees and service sites to meet Title X Program Requirements. However, Title X grantees are responsible for ensuring the compliance of their agencies and service sites in their networks.
